As the plan to close Rikers Island and open multiple new jails moves forward, Elizabeth Glazer, the director of the Mayor’s Office of Criminal Justice, joined Errol Louis to talk about the city moving to close one jail on Rikers Island and one jail in Brooklyn by early next year.
