NEW YORK — The City Council on Monday held a hearing on a proposal that would extend municipal voting rights to non-citizens who have green cards or legal work authorization. The legislation, which the majority of the council supports, could benefit nearly 1 million New Yorkers.

Theo Moore, the Senior Director of Policy at the New York Immigration Coalition, and Melissa John, an educator and green card holder who immigrated to New York from Trinidad, joined NY1 political anchor Errol Louis on "Inside City Hall" on Monday evening to talk about the bill.
