The number of kids in the city's foster care system has dropped to an all-time low. 

According to the Administration for Children Services, fewer than 8,000 city kids are in foster care. That's down from nearly 17,000 just a decade ago. 

Officials contribute the decline to increased investments in prevention services like mental health and substance abuse counseling, and domestic violence intervention.  

Administration for Children Services Commissioner David Hansell stopped by "Mornings On 1" to discuss the numbers and the agency's mission.
