NEW YORK - Several community groups in Manhattan have filed a lawsuit to block the city's 14th Street busway plan, which is meant to speed up bus service.

Starting Monday, only buses and trucks will be allowed to use 14th Street between Third and Ninth Avenues - and M14 bus service will be reduced by 16 stops.

New bike lanes have been added on 12th and 13th streets.

The lawsuit claims the plans were made in anticipation of the previously scheduled "L" train shutdown, but now that the shutdown has been called off the groups argue they're unnecessary and incovenient. 

It also claims the changes weren't properly vetted through the State Environmental Quality Review Act. 

The transit advocacy group Riders Alliance responded to the lawsuit saying, "The plaintiffs are making phony environmental arguments that actually ask tens of thousands of New Yorkers to waste more time in transit."
