NEW YORK - The new cruising cap as well as license cap extension for for-hire vehicles like Uber and Lyft will take effect Monday.

The new rules were approved by the Taxi and Limousine Commission on August 7.

Mayor Bill de Blasio signed a finding of substantial need to expedite their publication in the City Record over the weekend.

The cruising cap puts new restrictions on how long app-based drivers can cruise around Manhattan below 96th Street without a passenger.

The license cap was put in place last year as an influx of drivers and cars flooded city streets.

Officials say the goal is to cut down on congestion, and decrease cruising time from 41 percent to 31 percent by next year.
