NEW YORK — Many of the nearly half-a-million residents of the city's public housing developments are often forced to put up with leaks, mold, broken elevators, heating issues and other decaying conditions in their buildings. And by many estimates, the amount of money to fix these problems runs in the tens of billions of dollars.

As Bill de Blasio's time in office winds down, the candidates vying to succeed him are all unveiling their own plans to deal with this. But before that, Gregory Russ, the current chairman of the New York City Housing Authority (NYCHA), has proposed a blueprint to bring the capital investment that is so desperately needed.

He joined anchor Errol Louis on Inside City Hall on Friday night to explain the details of his plan.
