ALBANY, N.Y. -- More and more volunteer fire departments are opting not to offer EMS services. In Albany County, only one still has an active ambulance.

The Onesquethaw Fire Department began responding to emergency medical calls in 1967, and like many departments, struggle with coming up with the money to fund it.

Because of an almost 60-year-old law, fire departments aren't allowed to bill for ambulance services. That's why a number of organizations are asking lawmakers to let departments be reimbursed by insurance policies.
