Governor Andrew Cuomo's budget proposal includes expanding a program that helps New York's veterans charged with low-level offenses avoid prison time and get substance abuse or mental health treatment.

David Sandman, the CEO of the New York State Health Foundation, joined Capital Tonight to discuss Veterans Treatment Court and how the proposal could positively impact the lives of veterans in New York.

Sandman says this is also something that could help lead to improving the job prospects of returning veterans who have faced problems returning to civilian life.
