New restrictions will be put in place in the state Capitol building on Wednesday as Gov. Kathy Hochul gives her State of the State address, with visitors being required to show either proof of being fully vaccinated or test negative for COVID-19. 

The new requirements are being added as a rally is being planned for outside the building later in the morning to protest vaccine and indoor mask mandates in the state. 

The Office of General Services announced Tuesday the new restrictions will be in place for visitors entering the state Capitol from the Empire State Plaza concourse level. Limited capacity will also be in place for the first floor of the building. 

Proof of being fully vaccinated (either two doses of the Moderna or Pfizer-made shots or one dose of the Johnson & Johnson vaccine) will include CDC vaccination cards, the Excelsior Pass or SMART health cards issued outside of New York. 

A rapid testing site will be set up in the Empire State Plaza concourse starting at 11 a.m., and no other test results will be accepted for entry. 

Meanwhile, State Street from South Swan Street to Eagle Street will be closed to all traffic for the address, the Albany Police Department announced.
