LOUISVILLE, Ky. — The 2017 child sex-abuse cases involving two former Louisville Metro Police (LMPD) officers have reached a multi-million dollar settlement, Jefferson County Attorney Mike O'Connell announced Monday.

The Boys Scouts of America and its related local organizations and Louisville Metro Government negotiated the settlement that resolves all claims involving seven lawsuits related to the Boy Scouts of America Explorer program.

Per the settlement agreement, $3,650,000 will be paid to the seven plaintiffs who said they were sexually abused by former officers Brandon Wood and Kenneth Betts while they were cadets in the Explorer Program. Both of those officers were convicted as the FBI's investigation progressed.

The plaintiffs were represented by Tad Thomas in federal court. The settlement will be split among the victims, Thomas said.

The first of seven lawsuits was filed on March 8, 2017 in Jefferson Circuit Court. The attorney in that case, then Metro Council President David Yates, was later disqualified for his conflict of interest.

Mayor Greg Fischer suspended the Explorer program on March 13, 2017 and appointed former U.S. Attorney Kerry Harvey as special investigator into allegations about the program on March 17 2017.

Harvey's full report was released in June 2018.

“Since the beginning of the Explorers case, my ultimate goal has been to find the truth and get justice for the victims,” said Mayor Greg Fischer. “It’s our hope that this settlement brings some closure for those involved. We must continue our work to ensure the appalling interactions that led to this investigation never happen again.”

Allegations in the civil suit included group sex parties, taking sexual photos and videos and coercing underage cadets into sex acts. Police were also accused of falsifying and destroying records in the case.

Three LMPD officers pleaded guilty to federal charges related to allegations that occurred related to the Explorer program.
