The state Legislature will not meet today and Tuesday as planned, Assembly Speaker Carl Heastie said in a statement. 

The development comes as the Legislature and Gov. Andrew Cuomo are facing a state budget deadline of April 1 amid the coronavirus pandemic that so far has accounted for more than 900 confirmed cases and left seven people dead.

"For the purposes of efficiency as well as the public health and safety of members and staff, session will be postponed until later this week, possibly Wednesday," Heastie said in a statement. "This is subject to change and we will provide updates as developments warrant."

Two members of the state Assembly -- Democrats Helene Weinstein and Charles Barron -- have tested positive for the virus. The state Capitol is closed to visits and underwent a deep clean over the weekend. 

The question comes down for expansive the budget will be: Gov. Andrew Cuomo wants the Legislature to still take up the unresolved issues from before the crisis began, issues like legalization of commercial gestational surrogacy, marijuana legalization and changing the state's bail law. 

But at the same time, the budget will also have to reflect the reality of the crisis: Paid sick leave requirements, bolstering unemployment insurance and accounting for what is expected to be a devastated state economy and reduced revenues as a result of the spread of coronavirus. 

"We're kind of in limbo right now," said Assemblyman John McDonald, a Democrat from the Albany area. "I know there is ongoing discussion amongst the leadership of the houses on trying to arrive to something that can help pass a budget for lack of a better term."

The budget, he said, will first and foremost be one that "has to take care of people."

"I wouldn't look at it as a robust budget, it's probably a budget that's going to be lacking in many of the policy items, but at the end of the day we're in uncertain times financially," he said. We don't know where the revenues are going to be and we need to very conservative in our estimates.
