New York now has 37,258 confirmed coronavirus cases, with 6,448 new cases from just Wednesday.

The number of people who have died also jumped up 100 people, now totaling 385.

Governor Andrew Cuomo said this rise in the number of people who are dying is expected. Normally, people that need a ventilator are only on a ventilator for around three to four days. However, people with COVID-19 are usually on a ventilator for 11-21 days, and Cuomo says that many people right now have been on a ventilator for 20-30 days.

"The longer you are on a ventilator, the more likely you are not going to come off the ventilator," Cuomo said.

New York is still working on finding more hospital space. The state has already been looking at setting up temporary hospitals at SUNY campuses and convention centers. Cuomo said today they are looking at setting up overflow hospitals in each borough and downstate county.

As a worst-case scenario, Cuomo says he is also considering trying to shift some of the burden from downstate hospitals to upstate hospitals, but called this a last resort since this would require families to travel as well.

Cuomo again criticized the $2 trillion federal stimulus package that was passed in the U.S. Senate on Wednesday night that provides some relief to states combating the coronavirus. Cuomo says the state government will only be receiving around $5 billion of this money. The state government's portion also can only be used to fight the coronavirus, so Cuomo says this does nothing to fix the state budget hole that has been exacerbated by the economic shortfall.

With no tax revenues from closed businesses, the number of people becoming unemployed growing by the thousands and the money it is costing the state to fight this pandemic, worst case scenario, New York is looking at a $15 billion revenue shortfall this year. The state was looking to the federal government for help, and Cuomo says this bill did nothing to address the need here in New York.

"This was the time to put politics aside, and partisanship aside ... just do your job," he said.

So what does this mean for the state budget? Since revenue loss is still uncertain and the state budget deadline is five days away, NYS Budget Director Robert Mujica says the state will have to "adjust spending according to how the revenues come in." This means Cuomo wants to change the whole budget process by making quarterly adjustments. So each quarter, the state can adjust its spending based on revenue coming in.

On the slightly lighter side of things, Cuomo said that more than 12,000 health care workers have volunteered in just one day, bringing the state total to 52,000 people. Also the state has seen a surge in mental health professionals volunteering to be a part of the state's hotline. Wednesday, it was 6,175, and now, 8,600 people have reached out to volunteer.

"Next time you feel tired, believe me I feel tired, but when I feel tired I think of the first responders who are out there every day showing up. I think of the police officers, firefighters, grocery store workers," Cuomo urged.
