On Facebook Live, Tariq Bokhari recorded the aftermath of a car hitting a woman on an electric scooter on Brevard Street in Uptown Charlotte Tuesday.
"I didn't want to sensationalize it, but we're literally in the 11th hour of deciding how to regulate these things, and I just wanted everyone to see what I was seeing and feeling at the time,” he stated.
Over the summer, the city started a pilot program to collect data on the scooters.
