ROCHESTER, N.Y. -- The family of 24-year-old Tabarri Goins says the injury that put him in the hospital was not a result of foul play. State police say the Rochester man was found lying on the Brown Street Ramp near I-490 at 3 a.m. on Sunday.

Investigators say he suffered a fractured skull and brain damage, and do not believe there was any foul play or that he was struck by a vehicle. Still, there's no word on what caused his injuries.

His family says Goins was pronounced dead on Sunday, but remains on life support. Now they are preparing to make a heartbreaking decision.

"He lived his life very carefree,” said Shay Presley, Tabarri’s sister. “He lived very adventurous, spontaneous, he had a great personality, he is very popular, he's a great kid. He was a great uncle and the best brother and we are certainly going to miss him."

His family says they will wait to make the decision on whether or not to pull his life support when the rest of his next of kin arrive in Rochester. He is currently at Strong Memorial Hospital.
